we need to remove our founder he went inactive how do we remove him and replace with an active administrator we have.

You can either opt to contact support via support@lionmoon.com explaining the situation and we'll take care of removing the inactive founder (provided it's true he's inactive) OR you can get together with your fellow tribe members and start a new tribe.
