Banned players for example can be inactive and under protection. Another possibility is that the player purchased protection items from the shop and accumulated a long duration, enough to last even after going inactive. It's also possible that player just came back when you checked, and the map hasn't been updated yet (typically the map would update quickly, but there can be a window of a few minutes when this could take place).
