upgrading Dwarf does not work

Trying to upgrade Dwarf, have the res, have the right season, and the population, but get: all the requirements have not been fulfilled. Anyone knows what i can be? And yes, have restarted computer and logged in again.

now it works, went back to winter and then back to spring...
