If a player has troops from a tribe mate of a higher point level, then that city can attack a city of the same point level as the highest tambo troop. Then the troops are recalled from the tambo, and the attack protection goes back to the original level.

You also need certain Astrology and Cosmology levels to spy on level 8 and level 9 barbarians.
