How do I send resources to a neighbor, Nothing seems to work.

You click on that players city, choose the icon send resources, select transport units and select whatever you want to send.
Make sure both have market lvl5 otherwise it wouldn't work -
you need to use Polom " each can transport 2000 resourse " or Pochteca " each can transport 10000 resourse "
and then send to the one neighbor or to your other city's if you have more then one...
